Basically, every student has learning difficulties, as happened in grade IV students at SDN Grobogan 02, students have difficulty in fractional arithmetic operations. One that influences is the existence of social interaction between one student and another student. Social interaction is very necessary because it relates to the ability to communicate and understand information. The ability to interact socially is related to the problem of learning difficulties. The purpose of this study was to describe students' learning difficulties in learning mathematics in fractional arithmetic operations material in terms of high, medium, and low social interaction categories. This research approach is qualitative with phenomenology type. Data collection techniques with interviews, questionnaires, and tests. Qualitative data analysis techniques using the Miles and Huberman techniques. Checking the validity of the data through data triangulation techniques. Various kinds of problems that occur in this nation include brawls between students, promiscuity between students, acts of violence by senior students against their juniors, or what is known as bullying. With character education, it can educate students who were only intelligent in knowledge to become intelligent in terms of their emotions. Cases of bullying in the school environment are rife and involve many students as well as repeated cases. Cases of bullying can be fatal for the victim. It can even traumatize the victim into adulthood. Bullying is an aggressive behavior that has the aim of humiliating, intimidating, and causing suffering both physically and mentally to weak victims. Bullies come from peers, even from older friends. The school period is a time when children adjust to the surrounding environment and find their identity. The need for an approach and understanding of the theory of elementary school student development that focuses on character education in children as a solution to overcoming cases of bullying among students at school.
