Abstract: The tourism sector is one of the main economic cogs of a country. Halal tourism is part of the tourism industry that provides tourist services based on Islamic rules for Muslim tourists but does not rule out the possibility of its use by non-Muslim tourists. This paper discusses the development of halal tourism in East Java and what factors are obstacles to the development being achieved using qualitative methods, especially by using literature studies. The Indonesian government is trying to develop the potential of halal tourism throughout Indonesia. East Java is one of the regions rich in halal tourist destinations that have the potential to develop and become the main destination for local and foreign tourists. With the majority of the population who are also Muslims, the road to get there seems to look smooth. But in fact, the development of halal tourism in East Java is still far from expectations and arguably far from its true potential.
