Abstrak: Permukiman informal yang kumuh sering kali dihadapkan pada masalah sosial, kesehatan, dan lingkungan. Salah satu solusi yang diadopsi adalah penataan ulang permukiman melalui pengecatan warna-warni. Studi kasus Kampung Warna-Warni Jodipan di Malang menunjukkan bagaimana transformasi melalui pengecatan warna-warni tidak hanya memperbaiki estetika tetapi juga meningkatkan ekonomi lokal dan kualitas hidup masyarakat melalui pengembangan pariwisata. Penelitian ini dilakukan secara kualitatif menggunakan pendekatan Multi-Level Perspective (MLP) untuk menganalisis proses pembelajaran sosial dalam pengembangan pariwisata di permukiman informal. Temuan menunjukkan bahwa pembentukan Kelompok Sadar Wisata (Pokdarwis) oleh Dinas Pariwisata Kota Malang berperan penting dalam mengelola dan menjaga keberlanjutan kampung wisata. Namun, pandemi COVID-19 memberikan tekanan pada sektor pariwisata yang menyebabkan penurunan jumlah wisatawan dan penutupan sementara. Relasi kekuasaan dan komunikasi terbuka memainkan peran krusial dalam proses penataan ini, di mana inisiatif masyarakat dan sektor swasta membutuhkan persetujuan dari otoritas terkait. Forum diskusi dan dialog interaktif antara warga dan pengelola wisata membantu menciptakan kesepahaman bersama dan tindakan kolektif untuk menjaga kebersihan serta kepuasan wisatawan. Melalui komunikasi yang partisipatif, masyarakat dapat memahami dan berkontribusi dalam mewujudkan keberlanjutan pengembangan pariwisata.

Abstract: Informal settlements that are slums are often faced with social, health and environmental problems. One of the solutions adopted is the reorganization of settlements through colorful painting. The case study of Kampung Warna-Warni Jodipan in Malang shows how transformation through colorful painting not only improves aesthetics but also enhances the local economy and quality of life through tourism development. This research was conducted qualitatively using the Multi-Level Perspective (MLP) approach to analyze the social learning process in tourism development in informal settlements. The findings show that the formation of Tourism Awareness Groups (Pokdarwis) by the Malang City Tourism Office plays an important role in managing and maintaining the sustainability of tourism villages. However, the COVID-19 pandemic put pressure on the tourism sector causing a decrease in the number of tourists and temporary closures. Power relations and open communication play a crucial role in this structuring process, where community and private sector initiatives require approval from relevant authorities. Discussion forums and interactive dialogues between residents and tourism managers help create a common understanding and collective action to maintain cleanliness and tourist satisfaction. Through participatory communication, the community can understand and contribute to the sustainability of tourism development.
